**Digital Divide** — The gap between individuals, communities, and regions that have access to digital information and communication technologies, and the literacy to use them, and those that do not.

*Example:* A rural village with no broadband access versus an urban city with 1Gbps fiber internet and universal digital literacy in schools

The digital divide operates at two key scales:

- **Global digital divide**: Gaps between high-income and low-income countries
- **Social digital divide**: Gaps between demographic groups within a single country
