## Key Population Indicators

Population indicators are standardised metrics used to measure changes in population size, growth, and structure. Governments use these metrics to plan public services, set labour market policies, and track economic development progress.

**Population indicators** — Quantitative metrics used to describe the size, growth rate, and composition of a country's population.

- **Birth rate**: Number of live births per 1,000 people per year
- **Death rate**: Number of deaths per 1,000 people per year
- **Natural increase**: Birth rate minus death rate, expressed per 1,000 or as a percentage
- **Dependency ratio**: (Number of 0-14 year olds + 65+ year olds) / Number of 15-64 year olds × 100
- **Net migration**: Number of immigrants minus number of emigrants per 1,000 people per year

**Worked example:** A country has a birth rate of 19 per 1,000, death rate of 7 per 1,000, and net migration of -3 per 1,000. Calculate its natural increase rate and overall population growth rate.

1. Step 1: Calculate natural increase by subtracting death rate from birth rate

   $$19 - 7 = 12 \text{ per 1,000 (or 1.2\% per year)}$$
2. Step 2: Calculate overall population growth by adding net migration to natural increase

   $$12 + (-3) = 9 \text{ per 1,000 (or 0.9\% per year)}$$

## Demographic Transition Model (DTM)

The DTM is a generalised model that tracks how birth and death rates change as a country moves from a low-income pre-industrial economy to a high-income developed economy, across four core stages.

**Worked example:** A country has a birth rate of 8 per 1,000, death rate of 11 per 1,000, and 22% of its population is aged 65+. Identify its most likely DTM stage and explain one economic consequence of this trend.

1. Step 1: Identify the DTM stage: Low birth rate, death rate slightly above birth rate (negative natural increase), and high share of elderly population = Stage 4 (or Stage 5 variant), typical of high-income developed countries.
2. Step 2: Economic consequence: The shrinking working-age population will raise the dependency ratio, as fewer workers pay taxes to fund public pensions and healthcare for the growing elderly population, putting pressure on government budgets.

> **Exam tip:** When describing DTM stages, always link rate changes to specific economic or social causes (e.g. improved healthcare, access to contraception) to access full marks.

## Population Types and Economic Impacts

Populations are classified relative to a country's available resources and technological capacity, rather than by absolute size or density. The three core classifications are optimum, overpopulation, and underpopulation.

**Optimum population** — The population size that maximises output per worker and average living standards, given a country's existing resources and level of technology.

- **Overpopulation**: Population size exceeds the optimum, leading to falling output per capita, high unemployment, strain on public services, and environmental degradation.
- **Underpopulation**: Population size is below the optimum, leading to underutilised resources, labour shortages, falling tax revenues, and slower economic growth.

**Worked example:** A large country with extensive agricultural land and renewable energy resources has a 12% unemployment rate, overcrowded schools, and widespread water shortages. Classify its population type and explain one short-term impact.

1. Step 1: Classify population type: The country is overpopulated, as its population size exceeds the capacity of its resources and public services to support high living standards.
2. Step 2: Short-term impact: High youth unemployment will lead to lost output, increased poverty rates, and higher government spending on welfare support, reducing funds available for investment in infrastructure.

> **Exam tip:** When analysing over/underpopulation, always link points to specific economic outcomes (e.g. output per capita, unemployment, government spending) rather than general social comments.

## Government Population Policies

Governments implement population policies to adjust population growth or structure to support economic development objectives. The two core policy types are anti-natalist (to slow growth) and pro-natalist (to boost growth).

- **Anti-natalist policies**: Used in countries with high population growth: include free contraception, family planning education campaigns, and limits on family size.
- **Pro-natalist policies**: Used in countries with ageing populations or negative growth: include cash benefits for children, subsidised childcare, and extended parental leave.

**Worked example:** A high-income country has a negative natural increase rate and rising dependency ratio. Evaluate one pro-natalist policy the government could use to address this issue.

1. Step 1: Policy choice: The government could introduce subsidised childcare for all children under 5, reducing the cost of raising children for working parents.
2. Step 2: Advantage: This policy will make it easier for women to balance work and having children, increasing birth rates over time, and boosting female labour force participation in the short term.
3. Step 3: Disadvantage: The policy is expensive to fund, requiring higher taxes or cuts to other public services, and may take 15-20 years to increase the working-age population.
4. Step 4: Conclusion: It is an effective long-term policy, but should be paired with targeted immigration of working-age people to address immediate labour shortages.

> **Exam tip:** For 8-mark evaluation questions on policies, include at least one advantage, one disadvantage, and a clear concluding judgement to access the highest mark bands.

## Interpreting Population Pyramids

A population pyramid is a chart of a country's age and gender structure. Age groups are stacked from the youngest at the bottom to the oldest at the top, with males on one side and females on the other. The **width** of each bar shows the share of the population in that age group. In the 0455 syllabus you are required to **interpret** a population pyramid, but you are **not** required to draw one.

- **Wide base** (many children aged 0–14): a high birth rate and a large young population, giving a high youth dependency ratio — typical of a less economically developed country.
- **Narrow top** (few people aged 65+): a low life expectancy and/or few elderly, again typical of lower-income countries.
- **Narrow base with a wide middle and top**: a low birth rate and an ageing population, giving a high old-age dependency ratio — typical of a high-income developed country.
- **A wide middle (ages 15–64)**: a large working-age population and a low dependency ratio, which can support faster growth if these workers are employed.

**Worked example:** The population pyramid summarised in the table above has a very wide base and a very narrow top. Interpret what it shows about the country's age structure, dependency and likely stage of development.

1. Step 1 — Age structure: 38% of the population is aged 0–14 (a very wide base) and only 4% is aged 65+ (a very narrow top), so the population is dominated by children and young people, with few elderly.
2. Step 2 — Dependency: The large share of children means a high youth dependency ratio, so the 58% of working age must support many young dependents through spending on schools, healthcare and housing.
3. Step 3 — Development stage: A wide base and narrow top (high birth rate, low life expectancy) is typical of a lower-income, less economically developed country. If these children are educated and later employed, the wide base could become a large future workforce.

> Remember the syllabus rule (5.3): you only need to interpret a population pyramid, never draw one. Marks come from reading age structure, dependency and development level from the shape.

> **Exam tip:** For 0455 you must be able to interpret a population pyramid, but you are never asked to draw one. Practise reading age structure, dependency and development stage straight from the shape.

## Common pitfalls

- **Wrong:** Confusing natural increase with overall population growth
  - Why it fails: Natural increase only counts births minus deaths, ignoring migration which is a major driver of population change in many countries
  - Correct: Always specify which measure you are referring to, and include net migration when calculating overall population growth
- **Wrong:** Claiming all countries follow the DTM exactly
  - Why it fails: The DTM is a generalisation, not a rule: some countries skip stages due to rapid access to healthcare, or have slower transitions due to cultural norms
  - Correct: Refer to the DTM as a general model, and note exceptions when applying it to specific country contexts
- **Wrong:** Defining overpopulation only by large total population or high density
  - Why it fails: Overpopulation is relative to resources and technology: a small country with few resources can be overpopulated, while a dense high-tech country can be at optimum population
  - Correct: Always link over/underpopulation to output per capita and resource availability, not just absolute population size
- **Wrong:** Only listing advantages or disadvantages of population policies in evaluation questions
  - Why it fails: Evaluation questions require balanced analysis and a judgement to access full marks
  - Correct: Include at least one positive and one negative impact of any policy, followed by a clear concluding judgement on its suitability
- **Wrong:** Forgetting to show working for population calculation questions
  - Why it fails: Examiners award marks for correct method, even if your final answer is miscalculated
  - Correct: Write down each step of your calculation clearly, including the formula used, before giving your final answer
